Your partner in navigating BEAD's new rules with confidence
Washington, DC (June 12, 2025) – On June 6, 2025, the NTIA issued the BEAD Restructuring Policy Notice. The changes outlined—particularly those related to subgrantee reselection, cost-efficiency scoring, and revised eligibility criteria—represent a major shift in BEAD implementation strategy.
At Connected Nation, we are aware of the pressures state broadband offices now face, including:
- Updating broadband serviceable location lists, including unlicensed fixed wireless and LEO-served area
- Ensuring Final Proposals align with new cost-focused, technology-neutral requirements
- Conducting the “Benefit of the Bargain” round with clear, compliant scoring rubrics
- Removing or restructuring non-deployment activities and scopes
- Managing public communication and stakeholder engagement during re-evaluation
In addition, we know that many Internet Service Providers and other broadband-related organizations are also scrambling to make sense of the changes.
We are ready to support your organization with technical assistance, data analysis, policy alignment, and documentation to help ensure your resubmissions are compliant, competitive, and timely. Our team can also assist with provider outreach, application review, mapping validation, and platform configuration to streamline this transition period.
If helpful, we’d be happy to schedule a call to walk through your state’s current position and explore how we can best assist in meeting NTIA’s 90-day timelines.
